Admiral Data & Technology has a long history of supporting the business to innovate and bring new products to market. The department continues to build on top of and around the core systems to bring more innovation and technical excellence, including Cloud adoption, big data technologies and furthering our digital offerings. The Portfolio Management Office helps to support and deliver the vision, through facilitating Leadership to make informed decisions and deliver high quality changes using lean governance.  We have a hybrid portfolio of Agile delivery, Value Streams and traditional Projects that the team enable to optimise portfolio performance.

As the EUI Portfolio Office Resource and Planning Manager, you will be responsible for introducing resource management practices within Data and Technology, effectively managing and optimising change resources to ensure the timely delivery of strategic programmes, as well as supporting the introduction of Lean Portfolio Management.

Main responsibilities

  • Introducing resource management as a key service offering in the Portfolio Office.
  • Analysing resource demands, resource availability and constraints to develop effective resource allocation plans.
  • Collaborating with project managers, department heads and stakeholders to understand resource requirements and project timelines.
  • Developing and implementing resource planning strategies to align resource allocation with portfolio demands and organisational goals.
  • Optimising resource utilisation by identifying and resolving conflicts, bottlenecks or imbalances in resource allocation.
  • Maintaining accurate resource records and documentation.
  • Monitoring resource utilisation trends and making proactive adjustments to ensure optimal resource allocation.
  • Overseeing the introduction and use of potential resource management and time tracking systems.
  • Providing guidance and support to portfolio areas in resource-related matters, including staffing, skill requirements and resource acquisition.
  • Support our journey to organizational agility and the introduction of Lean Portfolio Management practices.

Required Skills and Qualifications

  • 3+ years of experience in resource management or a related role, preferably in a project/portfolio-based environment.
  • Strong understanding of resource planning, allocation and optimisation principles and methodologies.
  • Proficiency in using resource management software and tools to track, analyse and report on resource utilisation.
  • Excellent analytical and problem-solving skills to assess resource demands and optimise resource allocation.
  • Effective communication and interpersonal skills to collaborate with stakeholders at all levels of the organisation.
  • Strong organisational and time management skills, with the ability to prioritise tasks and manage multiple projects simultaneously.
  • A detail-oriented mindset to maintain accurate resource records and documentation.
  • Ability to work well under pressure and adapt to changing priorities and deadlines.
  • A strategic perspective, with the ability to think proactively and implement resource management strategies that align with organisational goals.

Preferred skills and qualifications

  • Professional certification in resource management or project management.
  • Familiarity with resource management within an IT or agile delivery environment.
  • Knowledge of Agile methodologies, such as Kanban and Scrum.
  • Strong financial acumen and ability to analyse resource-related costs and budgets.
