We are looking for an experienced HR Project Manager to join us for an initial period of 12 months to lead a review of the way we contract with, and manage the employment lifecycle (Joining, Moving & Leaving) of external contractor workers across our organisation.

The role will report directly to the Continuous Improvement Manager in our People Operations function but will also be directed and supported by a specific Project Board.  You will have an opportunity to help shape the brief and define desired outcomes and benefits. 

You will need to have a demonstrable track record of reviewing existing operational approaches within a HR environment, including identifying legal and procedural risks and defining revised approaches that:

  • Drive an improved experience for managers and contractors being brought into the organisation
  • Reduce risk
  • Improve efficiency.

Main Duties 

  • Work with cross-functional stakeholders to review and map existing end to end processes across the business, by functional business area if needs be, to recognise process inconsistencies.
  • Review existing processes against legal and legislative requirements/frameworks and assess current compliance and areas of risk.
  • Document risks and issues associated with processes captured above and size/weight each risk.
  • Develop suite of recommendations and controls to address risks and embed in to new ‘To be’ processes.
  • Develop standardised and consistent (wherever possible) end to end ‘to be’ process maps for managing the contractor employee lifecycle that adopts best practice and is compliant with legal/legislative requirements (eg IR35).
  • Develop suite of best practice guidelines for managers to reduce risk supporting ‘To be’ processes.
  • Review and recommend an approach for managing agencies/suppliers/umbrella companies, creating a standardised set of terms to be used wherever possible.
  • Ensure all stakeholder needs are considered and included in ‘To be’ process such as mandatory training, people manager training (if appropriate), equipment provision/recovery, access management, facilities, Advanced Analytics etc.
  • Work with Data Integrity manager to ensure fit for purpose data structures and naming conventions for improved recording of contractor data in HRIS.  Ensure data integrity controls are deployed throughout the ‘To be’ process.
  • Review broader headcount reporting requirements and ensure contractor data appropriately defined and included
  • Secure sign-off of ‘To be’ process, standards, controls, terms and guidelines through Project Board.
  • Develop and maintain appropriate project documents and controls.
  • Attend regular project board meetings to provide high-level plans, outline ongoing project risks and issues with mitigation recommendations including escalation where appropriate, and provide status updates.

Skills/Experience Required

  • Experience of reviewing HR processes including joiners, movers & leavers processes (ideally for external contractor workers).
  • Project Management qualification and demonstrable project management experience in a HR/People environment.
  • Familiarity of reviewing / improving HR processes.
  • Excellent communication skills and the ability to motivate and take a range of stakeholders with you on change programmes.
  • Risk management and experience establishing sets of controls.
  • Organised and responsive, with ability to work to tight deadlines.
  • Experience of leading end to end process reviews with a demonstrable record of driving improvements.
  • Working knowledge of off-payroll legislation (IR35), preferably in a financial services setting.
  • Numerate and a lateral thinker, good at data analysis, with strong attention to detail.
